Rosalyn Higgins was the first woman judge of the International Court of Justice. Rosa E. Otumbiyeva is not recognized as the first woman judge of the ICJ. Gertrude Mongella's role does not match being the first woman judge of the ICJ. Sadako Ogata is not known for being the first woman judge of the ICJ.
